Ricky is the County Clerk/Auditor for Weber County, Utah, population 265,000. Prior to being elected in 2010, he worked as an information systems auditor and consultant, an educator, and a business analyst in Los Angeles, Warsaw, Munich, Boston and Ogden, Utah.
He has testified twice before Congress regarding elections. He co-authored the Election Infrastructure’s Communications Protocols and National Cyber Incident Response Plan for the U.S. Department of Homeland Security.
He serves/served in the following capacities:

Board of Directors and Chairman of the Elections Subcommittee for the National Association of Counties
Founding member of the DHS’s Election Infrastructure Government Coordinating Council

President of the Utah Clerk and Auditor Association
Chair of the Utah Clerk’s Legislative Committee
Division Director, Election Officials, International Association of Government Officials
He and his office have garnered several national awards for innovation and best practices in elections and tax administration. He has been a featured presenter at state and national conferences throughout the country on topics ranging from elections to auditing. He was honored as Utah’s County Clerk of the Year in 2015 and 2022, and Auditor of the Year in 2013 and 2017.
Ricky earned his Masters of Accountancy from BYU, is a Certified Public Accountant, and also earned his Certified Information Systems Auditor (CISA) license in 1997. He served as a missionary in Belgium and France in the ‘80s and still speaks French (albeit slowly and with a funny accent). He is an Eagle Scout.
