Bartow County Board of Voter Registration and Elections
Joseph Kirk is a veteran election administrator recognized for his leadership in advancing secure, transparent, and accountable elections. With experience across multiple state and local jurisdictions, he has served as the Election Supervisor for Bartow County, Georgia since 2007, overseeing the implementation of innovative procedures and ensuring the integrity of the county’s electoral process. In 2019, he distinguished himself as the only election official in Georgia to pilot both the state’s new ballot marking device voting system and risk limiting audits, initiatives that continue to shape statewide post election standards.
Kirk contributes nationally through his service on several advisory bodies, including the Bipartisan Policy Center’s Election Task Force and the Advisory Board for the Election Official Legal Defense Network. He collaborates with organizations such as Verified Voting and the Brennan Center for Justice, working to enhance election policy, strengthen administrative practices, and improve the voters’ experience.
He currently serves as President of the Georgia Association of Voter Registrars and Election Officials (GAVREO). His professional achievements have been recognized with several honors, including the Ann Hicks Award for excellence in election administration (2019 and the Eagle Award from the Georgia Secretary of State’s Office (2024).
Beyond his work in election administration, Kirk brings a diverse professional background that includes experience in mechanics, contracting, HVAC installation, and music. Outside the office, he enjoys wood carving, metalwork, crochet, and spending time with his “election security” cat, Dude.
