Kathy Boockvar is President of Athena Strategies LLC, working with a broad base of organizations, government officials, and institutions to strengthen election security and democracy and amplify understanding and civil discourse about elections in the U.S.
Boockvar previously served as Pennsylvania Secretary of State and chief election official, overseeing secure and accessible elections amidst a global pandemic, marked by unparalleled transparency and voter participation. She also served as co-chair of the National Association of Secretaries of State (NASS)’s Elections Committee from 2019-2020; co-chair of the NASS Business Services Committee from 2020-2021; and NASS Representative on the Election Infrastructure Subsector Government Coordinating Council (EIS-GCC), a collaboration among federal, state, and local officials to secure elections. Prior to serving as Secretary, Boockvar was Senior Advisor to former Governor Tom Wolf on election security and technology.
Before launching Athena Strategies, Boockvar was Vice President of Election Operations for the Center for Internet Security, overseeing the Election Infrastructure Information Sharing and Analysis Center (EI-ISAC). Earlier in her career, she worked for over two decades as an attorney and executive leader in the public, private, and nonprofit sectors, including as a poll worker and as a voting-rights attorney.
Boockvar is a founding member of the Committee for Safe and Secure Elections, a cross-sector collaboration working to help protect election workers, voters, and infrastructure. She serves on many national boards and committees and is a frequent speaker and writer on election security and voting rights. She received her law degree from the American University, Washington College of Law, and her B.A. from the University of Pennsylvania. She also received a GIAC GISF Certification in Cybersecurity Fundamentals and a Performance Leadership Certificate from Cornell University.
