Marlene Biener is the Chief Operating Officer of the Association of Prosecuting Attorneys (APA), where she helps lead the organization’s national work supporting prosecutors and advancing effective, innovative approaches to public service. She works at the intersection of law, policy, and government, collaborating with leaders across the public, private, academic, and nonprofit sectors to address emerging challenges and strengthen public institutions. Prior to serving as COO, Marlene was APA’s General Counsel. Earlier in her career, she served as a Deputy Attorney General at the New Jersey Office of the Attorney General and clerked for the Honorable Wayne J. Forrest in the Superior Court of New Jersey. Marlene is admitted to practice law in New Jersey, New York, and the District of Columbia.
