Isaac Cramer

Charleston County Board of Elections
As Executive Director of the Charleston County Board of Voter Registration and Elections, Isaac Cramer has become a recognized leader in election administration and reform in South Carolina. Through his work at the local, state, and national levels, he has focused on improving election accessibility, security, and operational efficiency.
Isaac serves as President of the South Carolina Association of Registration and Election Officials (SCARE) and earned the nationally recognized Certified Elections/Registration Administrator (CERA) designation through Auburn University in 2023. He has been a strong advocate for modernizing election administration and supporting election officials across the state.
In 2022, Isaac played a key role in the passage of landmark election legislation that established early voting in South Carolina and authorized counties to begin processing absentee ballots before Election Day. These reforms expanded voter access and improved election administration statewide. In 2023, he organized the South Carolina Election Security Workshop, bringing together election officials from across the state to strengthen election security practices and collaboration.
His leadership has been recognized with numerous honors, including the U.S. Election Assistance Commission’s 2022 Clearinghouse Award for Partnership at the Polls and the South Carolina Association of Counties’ 2023 J. Mitchell Graham Memorial Award. He has also twice received South Carolina’s Excellence in Elections Award—first in 2017 for expanding absentee voting and voter engagement initiatives, and again in 2021 for implementing an innovative Satellite Voting Unit and related outreach efforts.
In 2025, he received the Freedom Award for Innovation in Election Administration from the National Association of Election Officials for “Owlbert Learns to Vote”, along with a 2025 EAC Clearinghouse Award recognizing the office’s College Program and an Honorable Mention for the Voter Ambassador Program.
Nationally, Isaac serves as Chair of the Elections Subcommittee for the National Association of Counties. He also serves on the Board of Advisors for the U.S. Election Assistance Commission.
Isaac earned a Bachelor of Arts in Political Science from Wheaton College and is dedicated to championing the work of election officials while fostering strong relationships with public safety partners and the legal community to enhance election security, public confidence, and the effective administration of elections.
